Return namespace setup errors to the build parent - #70

Namespace setup failures in build children were reduced to exit status 1, so the parent reported a recipe phase failure without the underlying cause. Return the typed setup error through a separate close-on-exec pipe so the parent uses the existing diagnostic context. Preserve command output and exit statuses on the normal execution path. Related to #66.
