Docker recipes to ease distribution and deployment of the server

As discussed with @jholloc and @mkowsiak this morning, multiple recipes exists in different labs to build a simdb server with required deps.
It would be nice if these can be shared and unified so we keep it in the repository and can publish containers on an open access registry.
