   PR #260をDraftで作成しました。source #257はCompleted、actualmain21d9の検証完了後の独立ref1行更新です。candidate c4のfresh root/isolated audit全0・68tests、consumer old/new5reports同等、actionlint/fulltest成功。exact-head CI/review待ちであり、pin採用完了数はまだ9/33のままです。
