feat: route workspace sections and add bulk public publishing

• make Workspace sections URL-addressable and browser-history aware

• keep the top-level Workspace utility nav active across all Workspace subroutes
• preserve existing Collections / Inbox / Duplicates / Settings routing
• upgrade Settings → Public Page → Add to public page into a full publication manager
  • fuzzy multi-keyword matching across title, URL, description and category
  • All / Published / Unpublished filters with counts
  • per-row checkboxes and status
  • select/clear current visible results
  • batch Publish / Unpublish with bounded concurrency
  • successful items clear from selection; failed items remain selected for retry
  • retain one-click individual Publish / Unpublish
• keep public layout ordering tied to the canonical Library order from the previous architecture pass

UX notes

Selection is independent from publication state. This avoids the old checkbox styling ambiguity: checked now means “selected for a batch,” while the PUBLISHED / PRIVATE label reflects actual publication state.

Workspace navigation now supports refresh, deep links and browser back/forward instead of being held only in local React state.
