feat: streamline Web information architecture and shared appearance

Summary

This pass treats Dockmark as one launcher/library instead of a collection of feature pages.

• split Settings into focused, URL-addressable Appearance / Browser / Security / Public Page sections
• consolidate bookmark work into a single Bookmarks hub with Library / Organize / Health / History views
• move bookmark maintenance and AI organization out of Settings and next to the library they act on
• upgrade Public Page curation from a flat publish checkbox list to grouped publish/unpublish + category/bookmark ordering
• reuse canonical Library order for Public Page instead of introducing a second ordering model
• sync New Tab with the same System / Light / Dark appearance preference used by Web, including cached/offline startup
• add light-mode New Tab tokens and pre-paint theme bootstrap
• bump extension distribution to 1.5.5 and extend New Tab smoke/package validation

Architecture notes

Public Page remains a projection of the canonical bookmark/category model. Reordering from Public Page settings swaps the corresponding items in the full Library order, so Web, New Tab and the public view cannot silently drift into separate order systems.

Appearance remains one setting (/api/settings/appearance). New Tab caches the last preference locally and applies it before its main launcher script, while cloud refresh updates it opportunistically.

Verification

CI covers typecheck/build, Web responsive shell, Chromium Standard/New Tab smoke tests, extension packaging, and Firefox packaging.
