fix: keep New Tab search fallback visible

Summary

• align New Tab Launcher result cap with Web Launcher at 8 results
• reserve the final result slot for the default Search fallback whenever regular-query local matches overflow the cap
• keep canonical ordering for local result types while preventing Search from being truncated
• cap bare bang-engine suggestions at the same 8-result limit
• add Chromium regression coverage with 12 simultaneous bookmark matches
• release Extension 1.5.4

Scope

• no changes to sync, bookmark writeback, Session restore, pairing, D1, or cache refresh behavior
• this is a Launcher result assembly fix only
