Review exception objects raised and figure out custom ones #15
Done: stream2py/exceptions.py ships a real hierarchy (Stream2PyError, StreamNotStartedError, StreamAlreadyStoppedError, BufferError, BufferOverflowError, NoDataAvailableError, InvalidDataError, ConfigurationError), exported from the package, used by StreamBuffer.mk_reader() and elsewhere. Landed in commit cc0b18c (merged via PR #21) but never closed on GitHub. Closing now.
