(Perimeter 1) may commit directly to feature branches. Every PR must
keep `All.agda` + `Smoke.agda` green under `--safe` `--without-K` and
introduce no banned constructs (see the pre-merge checklist above).

## Signed commits

Every commit that reaches the default branch must be signed; a ruleset refuses
unsigned pushes. Estate policy:
[SIGNING-POLICY](https://github.com/hyperpolymath/standards/blob/main/docs/SIGNING-POLICY.adoc).

- **People and interactive agents** sign with an SSH key registered on GitHub
as a *signing* key (`gpg.format=ssh`, `user.signingkey=<key>.pub`,
`commit.gpgsign=true`). The committer email must be verified on that account.
- **Apps, bots and workflows** never `git push` local commits. They write
through the API (`createCommitOnBranch` or the estate `signed-push` action)
so that GitHub signs each commit.
- Merge PRs with **squash**. The ruleset checks every commit on the PR branch,
not just the result, so one unsigned commit blocks the merge. Re-create such a
branch with signed commits (`git cherry-pick -S`) and open a new PR.
Rebase-merge replays commits unsigned and is disabled.

Remove the fast-forward restriction from the branch policy.

feat/<topic> uses squash merges, but main currently accepts only fast-forward updates. A squash merge creates a new commit on main, so contributors cannot follow both instructions. Keep the squash workflow and replace the fast-forward requirement.

Suggested fix
-- `main` — protected; only fast-forward from approved PRs.
+- `main` — protected; only updated through approved PRs.

only still-valid issues, skip the rest with a brief reason, keep changes

Review comment at @.github/CONTRIBUTING.md around lines 106 - 109:
Update the `main` branch policy in the contributing guidance to remove the
fast-forward-only requirement while keeping protection and approved-PR updates.
Preserve the squash-merge workflow.
