structkit-action no longer sets up Python or installs StructKit. Call httpdss/structkit-setup first (or otherwise put structkit on PATH). Removes structkit_version and python_version inputs. Relicense to Apache-2.0. Co-authored-by: Kenneth Belitzky <kenny@belitzky.com>

Use the published structkit-setup v0 major tag in README, examples, CHANGELOG, fail-fast PATH error, and CI. Pair every usage example with httpdss/structkit-setup@v0 then httpdss/structkit-action@v0. Co-authored-by: Kenneth Belitzky <kenny@belitzky.com>

Owner decision: structkit-setup and structkit-action stay separate. Users call setup first when they need StructKit on
PATH. This action no longer installs Python or StructKit, and it does not callstructkit-setupinternally.Docs/CI: pin the published major tags.
