Invalid SPASE Record Output

The current mapping is generating invalid SPASE. See validator responses for https://hapi-server.org/meta/spase/CDAWeb/A1_K0_MPA.xml, https://hapi-server.org/meta/spase/INTERMAGNET/bng/reported/PT1M/native.xml, and https://hapi-server.org/meta/spase/SuperMAG/mcw/baseline_none/PT1M/NEZ.xml.

• Required ResourceName is missing
• The AccessURL:Name field is not in correct order (should be first field within AccessURL)
• "SVG" is not a current enumeration value for Format
• The correct PersonID value for when it is unknown is "spase://SMWG/Person/UNKNOWN"
• Parameter:Units is not a repeatable element
• The values provided to TemporalDescription for StartDate and StopDate must be in valid dateTime format.
