This adds weekly Dependabot updates for GitHub Actions and structured issue forms for bugs and feature requests. The forms explicitly capture the MIT-core vs extended-tier distinction, reproducibility details, environment data, and validation criteria. Security-sensitive reports are directed to GitHub's private advisory flow.
No runtime or build-system code is changed in this PR.
