Prepare daccess 0.1.1 with owner-authenticated contact resource PUT, derived contact ids/incoming direction, and expired pending review queries/deletion. Fresh applications replace pending receipts atomically while preserving active contacts and exact access rules. Keep the public service API and database schema unchanged and retain the access_control library name through the crate-named source root.

Update the manifest, minimal registry lockfile version entry, dependency example, changelog and release instructions. This branch starts from the latest origin/main and retains its first-publication/OIDC workflow fixes.

Validation: cargo fmt and git diff checks passed; locked all-feature registry metadata resolved without sibling path patches; cargo package --list --locked --offline confirmed the published source root and package contents. Locked Clippy and all 67 library tests passed against registry dependencies in an isolated checkout after the CI fix. Require existing Clippy, tests and publish dry-run CI before merging and tagging v0.1.1. No tag or publication was performed.

Prepare the contact-resource and expired-review patch release. Update release notes, downstream version examples and the registry lockfile without changing dependency versions. Verify formatting, locked registry metadata and package contents; leave compilation and runtime checks to PR CI.
Combine the optional-record match with its existing conflict predicate.
Preserve contact validation, status transitions and HTTP responses.

Validation: formatting, locked Clippy and all 67 library tests passed
against registry dependencies in an isolated checkout.
