fix(release): repair package smoke jobs

Summary

• install Rust targets on the repository's pinned 1.87.0 toolchain
• use the Python binding README directly and update Maturin so the isolated sdist remains a valid workspace
• run native Node and FFI probes in child processes so Windows releases loaded libraries before cleanup
• invoke npm through a shell on Windows and report spawn errors directly
