ui: Add full peer deployment management - #109

Peer deployments now use the standard detail experience with scoped controls. Service health checks support separate protocols without exposing host administration.

Peer controls now follow deployment and module grants. Backup downloads use authenticated peer routing, and health check edits preserve service settings.

Use the standard deployment detail experience for permitted peer deployments. The interface exposes deployment controls without exposing host administration.
