Replaces the build notes' link table with the prerequisites per platform: JDK, Maven, CMake, Python, Meson and Ninja, the submodules, Chromium Clang and the sysroot on Linux, Homebrew packages on macOS, and Visual Studio, the pinned Windows SDK and MSYS2 on Windows.
