ci: catch dead code in clippy, fix the sanitizer path filters - #1216
Clippy also runs with default features, with and without tests, so dead code only the tests or a feature use fails it. Fixes the one it finds: missing_work_block_list_requests is now #[cfg(test)].

Summary by CodeRabbit
Tests
Updated the Clippy check profiles to cover all features and targets in debug mode, all features in release mode, and default features in debug mode.
Expanded sanitizer workflow path filters to include additional project areas and manifest files.
Chores
Restricted a storage-related method to test builds. No end-user-facing behavior changes are noted.

The shared arguments no longer include --all-features or --all-targets. The profiles run all features and targets in debug mode, all features in release mode, and default features in debug mode.
The pull-request filters add dash/**, hashes/**, crypto/**, internals/**, dash-network/**, key-wallet-manager/**, Cargo.toml, Cargo.lock, and the workflow file. They remove dashcore/** and dashcore_hashes/**.

✅ All modified and coverable lines are covered by tests.
✅ Project coverage is 79.21%. Comparing base (ec2e4f9) to head (418b000). ⚠️ Report is 4 commits behind head on dev.

Seems like only three of the six clippy passes catch anything. With --workspace, building the tests turns on the features the dev-dependencies ask for (test-utils, keep-finalized-transactions, ...), so the "all targets" passes without --all-features aren't default features and add nothing over pass 1. The default-features release passes only differ through cfg(debug_assertions), which the all-features release pass already covers. The plain pass is the one that found missing_work_block_list_requests.
Each pass re-lints the whole workspace, and the script runs on every pre-push and on three OSes in CI. I timed it locally over three runs: after a change in dash-spv, the six passes took 40 to 70 seconds where dev takes 20 to 30, and the three below take about the same as dev. I'd go with:
profiles = [
("all features + targets debug", ["--all-features", "--all-targets"]),
("all features release", ["--all-features", "--release"]),
("default debug", []),
]
If the other three catch something I'm missing, let me know.
With --workspace, the dev-dependencies turn on most features, so the all-targets passes without --all-features add nothing over the all-features one. The default-features release pass only differs through cfg(debug_assertions), which the all-features release pass covers.
