Optimize the project initialization script by caching git configuration queries. Sequential subprocess spawns are replaced with a single batched 'git config --get-regexp' call. This reduces git process overhead from 5 subprocess invocations to 1, speeding up option loading from ~19ms to ~6.6ms.
