Providers are mistaken about the allowed use of wait time. In the DCYF/provider contract, wait time is strictly defined as time waiting for the parent so the visit can begin.
Providers frequently use the wait time field to indicate all sorts of other "waiting" like: waiting for the child, waiting in traffic or at a bathroom break, or waiting for the visit to end. This is not in accordance with the contract.
Imagine a future where the feature is done and live on Sprout. How would we know we'd been successful?
Sprout clearly communicates the limited definition of wait time to providers so they can make the correct choice when entering time in Sprout. The feature must also be paired with provider education from DCYF, particularly around how providers should (or should not) bill for those other types of waiting.
Describe alternatives you've considered
Andrea has tried to highlight the contract definition of wait time in provider meetings, but the practice of using wait time more broadly still persists. Andrea has also provided technical assistance to providers and sends back billing for the invoices she reviews.

Possibilities to consider:
- Add Sprout messaging to the wait time field, like "help text"
- Show an error if the parent was marked as on time
- Concern: Potential financial incentive for providers to mark parents late
- Remove wait time from sibling visits, as no parent is present
- Validate that wait time starts before the visit start time, and ends at the visit start time
