As a DCYF worker, I want a way to download all UIRs from the entire life of the case. Otherwise I have to go into each referral and look for UIRs to download, which is time consuming.
Imagine a future where the feature is done and live on Sprout. How would we know we'd been successful?
DCYF workers can download all UIRs from the entire case, even if the case has multiple referrals.

We may want to offer the ability to filter to or download all UIRs for the referral on the referral reports listing.
