KERNEL-1092, part 5 of the redesign.

What changed

• Sidebar status icons take an accent by state (working blue, PR open green, merged purple, failed red, waiting amber) and the state's word is the icon's tooltip. Decision in docs/decisions/KERNEL-1092.md.
• The new agent card shows who can use the file next to its buttons.
• No changes to src/shared or store.ts.

Left out

• The queued accent: no event says a chat is queued, and statuses come from real events only.
• Mode switch, Build here card, hire servers and tab group already matched the Pen frames, so they are untouched.

Checked

• pnpm typecheck, pnpm test:changed (96 passed), pnpm shots on the hire and sidebar screens.
