chore: migrate maintainer links and improve contribution setup - #507

Update package, site, documentation and changelog links to cevdetch. Add conduct and security policies and bug, feature and new-rule request forms. Request maintainer review with CODEOWNERS and update pinned Actions weekly. Document npm ownership migration while retaining existing package names. Clarify the first changelog range after the commit-message rewrite. Isolate CLI colour tests from inherited terminal overrides.

Summary
Update repository and author URLs to cevdetch in the two packages, site metadata,
documentation, changelog links, generator configuration, and test expectations.
Keep the existing package names and versions.
Add a code of conduct and security policy, bug and feature issue forms, and an
accessible new-rule request form. Keep help links in CONTRIBUTING.md and retain
the PR template's rule checklist. Add maintainer review routing with CODEOWNERS
and weekly Dependabot updates for pinned GitHub Actions. Document npm ownership migration, trusted
publisher configuration, and the next changelog's range on the rewritten history.
Isolate CLI test colour settings from the invoking terminal and test FORCE_COLOR
explicitly.
Validation
Passed on the maintainer machine with Node 24 and pnpm 12.6.0:
The maintainer confirmed vulnerability reporting, dependency alerts/security
updates, secret scanning and push protection are enabled, and CodeQL default
setup is configured. Review scan results and main protection separately. npm
account migration remains a separate task. Dependabot
version updates cover GitHub Actions; GitHub currently documents pnpm support
through v10, while this repository pins v12.
