Add failing tests for differences against Excel (for Mac, on an en-US system): - period in French abbreviations (janv., ven.) - AM/PM under the Tamil and Marathi tags - TRUE is not translated with a Swedish locale tag in the number format The locale update in eec2984 changed these, diverging from Excel. Also covers Vietnamese month names, Armenian case, and Hindi digits, which neither 3.2.6 nor master matches.
