New chain script improvements

• New chain script should also be updated to add Permit2 address (can we add a cli prompt for user to input?)
• Review past recent issues/PRs to see what was missing for HyperEVM and add to script if possible
• Review, refactor and improve API client code - we did not realise this was a dependency of FE.
• Notion on deployments painpoints/addresses.
