Perception dataset creation and training tutorial

I believe that although the perception tutorials are there, we didn't get a chance to properly present them and discuss them.

For competitions particularly, it's useful for more than one member to know how the process goes and in particular to know where to find the scripts, what they do, and to document recommended resolution of images, which camera to use, etc.

@minhnh I think it would be useful to have a short tutorial about this, yeah. The documentation is of course there in dataset_interface, but it's not a bad idea to walk people through the process by also commenting on things that one should pay attention to during data augmentation (such as the recent findings by @rkutty1).
