Summary

Adds change-impact-review to the engineering plugin as a second pass after a completed CE or other primary review. It follows changed behavior into unchanged code and later effects, keeps the reviewed revision fixed, and reports supported additional defects separately from the primary findings.

Invoke it with the completed primary receipt and exact base/head revisions. It preserves the original review verdict and does not authorize fixes or shipping. The existing interactive review skill continues to present completed reviews.

Verification

Skill and catalogue validation passed, all 21 existing tests passed, and an independent focused review found no issues. Catalogue CI is green.

The existing-case comparison produced seven valid pairs from eight attempts. Two independent graders agreed on all 14 anonymous outputs. Both arms scored 0/4 on the seeded defect criteria. The extra pass added one supported unpinned-package concern, but missed the required cache-poisoning chain. It added no control alarms; some inherited alarms remain unsettled because the scoring files do not establish manifest absence.

The failed main handoff remains unscorable. Separate actual diagnostics passed the repaired execution protocol and are excluded from scores. These four partly reused cases do not establish a general review-quality improvement or justify enabling this pass by default.

Trace changed behavior through unchanged code after a completed primary
review, keeping scope fixed and reporting supported additional defects.
