fix(release): use available AgentTrust npm scope

Summary

• publish the TypeScript SDK as @agentrust-io/telemetry, under the npm organization we control
• update release documentation and workflow metadata
• make the version gate enforce the expected npm package identity

Evidence

• 
  pm ci --ignore-scripts && npm run check\ — 41 tests passed; pack dry run produced \�gentrust-io-telemetry-0.1.0-alpha.1.tgz`n- \py -3.12 -m pytest -q\ — 108 tests and 33 subtests passed
• schema and conformance gates passed
• mutation check: changing the manifest back to @agentrust/telemetry\ makes \ ools/check_versions.py\ fail, and restoring it passes
• \git diff --check\ passed; no old-scope references remain
