[Implementation] phone numbers tab - Deattach phone numbers from modem into single responsibility

• Deattach phone numbers from modem into single responsibility
• instead of a modal for adding/editing numbers, use proper list vs manager tab system.
• currently the validation and check changes is not implemented for phone numbers in current coding design/style
• ability to delete phone number (make sure modem un assigned before deleting)
