Summary

• package.json: 3.0.0-alpha.1 -> 3.0.0. The publish workflow treats a version without a pre-release suffix as stable: npm publish --tag latest and a non-prerelease GitHub release v3.0.0.
• src/init/c/package.json: template devDependency @xahau/hooks-cli ^2.1.0 -> ^3.0.0. The 2.x CLI needs HOOKS_COMPILE_HOST, which the 3.x template .env no longer sets, so a generated project must depend on 3.x (deferred to the release commit in Compile C Hooks locally with hooks-compiler and drop JS Hooks support #61).
• CHANGELOG.md: [Unreleased] -> [3.0.0] - 2026-10-20.

• pnpm build, pnpm lint pass locally.
• The integration CI job installs the generated project from the npm registry. ^3.0.0 does not match the published 3.0.0-alpha.1, so that job stays red until 3.0.0 is on npm. The publish workflow is workflow_dispatch and runs no tests, so it is not blocked by this. Re-run CI after publishing.

Run "Publish to npm" with version: 3.0.0, dry_run: false.
