Aligns this repository with the OpenStacks maintenance policy published at the hub, so its stated status matches how it is actually maintained. - Add an explicit "Status: Stable" badge and note: usable and correct, not under active development, replies measured in weeks. This replaces an implied promise of active maintenance that was not being kept. - Repoint the CONTRIBUTING link, which pointed at a file deleted in March 2026 when community health files moved to Varnasr/.github, and had been 404ing since. - Refresh CITATION.cff, stale since 2025. - Remove the auto-changelog workflow. python-tests.yml is kept: it catches real problems.
