ci: publish npm packages with trusted publishing - #18

Replace the long-lived NPM_TOKEN in the package release job with GitHub OIDC. Node 24 supplies npm 11, and npmjs.com now has trusted publishers for the launcher and all six native packages bound to this repository, package-release.yml, and the npm-release environment.
