dev tests against TA-Lib C's dev branch, so it goes red as soon as that branch's
version moves past the release.
dev-*, installing the TA-Lib C versionwheels.ymlbuilds from, so a release branch and the wheels never disagree.
Nothing changes for master, or for what the wheels build against.
