What does this PR do?

This PR addresses 3 things:

  1. We switch the Eigen URL to the GitHub mirror rather than GitLab due to constant upstream issues with GitLab API load.
  2. We removed the shared library install attached to releases that continuously failed.
  3. We bumped version numbers in doxygen and the version file to match the current release.
