Approval ran before the rest of the form was validated, so a submit sent back for a missing answer still recorded the files as reviewed. A refused approval now answers 422 rather than 200. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Upload now goes directly to Confirm, where every uploaded PDF is reviewable and the shared fingerprint safeguards record approval. Legacy Preview URLs and saved drafts resolve to Confirm; Payment, Review, and checklist detours preserve their return destination. Previously approved saved forms remain compatible.

176 focused extraction, document, detour, and three-jurisdiction end-to-end tests passed. Legacy preparation regression coverage passes. Full Python and JavaScript suites, formatting, type checking, security scanning, and migration checks passed through pre-push. Opt-in browser tests remain for final stack validation.
Full-stack browser validation subsequently passed for PDF/DOCX preparation, payment detours, and the case matrix. Screenshots and validation notes.
