Improve actionability of filing errors

A common one is that we allow someone to enter party information that Tyler rejects. We might be able to front-load some of that validation, but we should also ideally let someone jump to edit that exact thing that Tyler reports was wrong without making them interpret the error on their own.

What kind of messaging will users receive at different points? During submission phase? Entering case info?

Just flagging that we may need to figure out messaging help/resources to explain errors to users. @nonprofittechy

some things we'll try to prevent. some will come over from Tyler or our proxy server. The example I kept getting with using our fake filler tool is "Opposing party dosesn't support a state named [some random characters]" which is relatively easy to understand. But I think we can fix by offering validated drop-down menu of states; we also get regex validation we can apply to other fields.

Errors are pretty much going to happen at the check fees or submission stages.
