Let someone find the right codes for their document #256

Selecting the right filing type depends on court, case category, and case type, in a confusing hierarchy.

Add a modal that lets someone meaningfully search across all of those. Hold the location/county as a constant, but sometimes selecting the right code means changing the court that the user thinks they will file in (e.g., city, zip code, or address for Massachusetts).

We should have some state-specific semantic matching for codes to make this useful. Searching for "Eviction" should also match "Unlawful detainer", "Summary process" etc.
