This adds CSV parsing, column mapping, required-field row skipping, and recipient serialization without matching tests in tests/; the existing batch tests exercise API validation and the controller, not this import path. Regressions in quoted-cell parsing or field mapping could silently produce incorrect recipients, so add coverage for these behaviors. AGENTS requires tests for every new feature or code path.
