Explain how Rustic discovers an installed Windows toolchain when the editor has an older PATH. Document saved system/user PATH checks, LLVM install locations, and pressing Play to recheck after installation, plus diagnosis for missing compiler files or custom folders.

Validation: lint with zero warnings, production build, TypeScript check, npm dependency audit (zero vulnerabilities), and documentation structure/link check all passed.

Installed LLVM can still trigger “Missing gameplay dependencies” because
the editor only searches its inherited PATH, while the toolchain manager
also recognizes WinGet packages. Discover actual executables from the
saved Windows system/user PATH, LLVM's registered installation
directory, and its standard installation folders, keeping the current
PATH first.

Dependency checks and compilation use the same resolver. Each check
reads the installation locations again, so pressing Play can discover a
toolchain installed while the editor or launcher was open. Package
registration alone does not mark a missing compiler as available.

Validation:
- All 45 engine-scripting tests passed, including four discovery
regressions.
- Rust formatting and engine-scripting Clippy with warnings denied
passed.
- The discovery module and its tests compile and pass Clippy for the
Windows MSVC target.
- Windows installer build, console-free launcher tests, and packaged
Setup tests passed. Produced
