Simplify the default parameter to T and add default-taking overloads for the motion vectors and video encoding params keys.
- VideoEncParams.delta_qp is a nested list - to_ndarray(format="pal8") returns an (image, palette) tuple - Remove nonexistent Flags.shortest - Only re-export names av.container and av.filter actually provide - Widen params that accept more than the stubs allowed - Reject None when setting VideoCodecContext.format and pix_fmt
Return the codec context's name, falling back to the codec descriptor's name when the stream has no codec context.
