Moves the agent boot-time data-state report (#18) from [Unreleased] into a new 1.2.0 section, adds the release/compare links and bumps the
GHOSTFLEET_VERSIONexample in docs/DEVELOPMENT.md. After merge,v1.2.0gets tagged on main.Minor bump: the per-VM data state is a new feature. Note for upgraders: agents only report from the 1.2.0 temp OS image onward, so the tempos image needs a rebuild.
