Fix reader progress regressions found during release review
Promote the reviewed reader changes from development to master for Papyrus 0.3.0. This includes continuous page turns, loading and motion fixes, shared panel headers, and reader CI updates.

48fc8ac, whose source tree matches the existing client pin. Validation is provided by the reader promotion checks and client release packaging checks.
