Closing without merging: this only raises the phonenumbers floor to >=9.0.39, and the image we build already resolves phonenumbers 9.0.39 from Odoo's own pins, so nothing installed changes. No security advisory is attached. The versioning-strategy decision that stops these floor-only PRs is tracked in #512.
