Main epic to track development of the global assistant

Broadly the plan is:

• Release a new global_chat endpoint (with no lightning integration)
• Integrate both app assistants to use the new global_chat endpoint
• Start supporting new question types we didn't support before (ie, general app questions, project questions)

TODO: add support for claude skills, so we can have pre-canned prompts optimised around particular tasks. Eg, convert CLI workflow to lightning JSON. Would need a lightning frontend but maybe we can use plain text triggers. UI could be a drop down allowing a tool or skill to be selected (ie, vocab mapper, data converter)
