Remove the "retired" directory from this repository #299

I think it's time to remove the "retired" directory, and let git manage "deleted" files. Otherwise, searching the repository from github pulls up retired references, which confuses the story around what is currently in use.

e.g., "where does logback.xml show up in our codebase?" yields 26 results, only ~half of which are current.
