Keep the looping sound on the openpilot side. Fire again only when the command is deep in regen, the shortfall is larger, and evidence has 0.8s instead of 0.5s.

Put the max-regen under-delivery monitor back to the original command, shortfall, and 0.8s dwell. The looping prompt sound stays on the openpilot side.
