Adds a "Known issues" section to BUILDING.md documenting the eager rubygems/spec_fetcher require (securerandom 0.2.2 pre-activation breaking Bundler.setup) and the AppleDouble ._* files, and sets COPYFILE_DISABLE=1 on the python artifact tar step in python_bindings.yml.

Rubber-duck review noted the workflow change only affects the Python dist/ archive (that job builds with with_ruby=False); it is a harmless hardening, not a fix for the Ruby tarball.

Validation: docs/workflow-only; no tests run.
