Support templated document and repository reviews in OAR

Summary

• split the packaged reviewer into explicit document and repository tasks
• add first-class directory inputs and preserve document file extensions
• add task-declared, repeatable runtime prompt variables with literal rendering
• expose only resolved input path and name as OAR prompt metadata
• document the new profile and CLI contracts
• expand unit and lifecycle coverage for prompt rendering

Validation

• make check (139 tests passed)
• make build
• python3 tests/test_render_dev_notes.py
• scripts/build-docs.sh
• generated OAR documentation verified over local HTTP
