Multi-second keyframe receipt stalls remained visible after the payload-qualified controller fix, while ordinary logs exposed only the initial soft-delay crossing. Add selected-path congestion-window and UDP-byte metadata to health/reduction records, and an info completion record for delayed successful receipts with keyframe, enqueue, receipt and total duration. This makes the existing keyframe barrier observable without per-frame trace logging.
No wire, pacing, deadlines or recovery policy changes. Counter deltas must stay within one selected path and cover the whole connection; transport receipt timings are separate from input ACK and physical presentation. No payload or input values are logged.
Validation: macOS fmt and strict workspace all-target desktop-feature clippy passed; all 45 session tests passed. Generic diagnostic contract and qualification limits are recorded in the accompanying report. Full Linux/macOS CI remains required.
