A blocked relay send in Iroh1.2 can keep the remote actor from handling route/connection work during setup or recovery. Require the1.3 release line and lock Iroh/base/relay1.3.0, incorporating the upstream bounded concurrent-send fix. Noq, RDS wire, input ordering, stream priorities, endpoint identity and transport settings remain unchanged.
Validation: formatting/diff checks pass; full macOS workspace tests with desktop features are running. Linux/X11, strict Clippy, full CI and installed burst/idle qualification remain pending. This fixes a known establishment/recovery risk; steady-state input stalls require separate causal evidence. Source research and checkpoint limitations are in the committed report.
Stacked on PR106 for the control-stage observations; change base to main after that PR merges.
