问题描述 / Problem Description

在使用参数校验时，返回的参数校验信息的语言只能根据服务端所在的地区决定，同时当前框架中的国际化只支持用户手动实现请求解析方法来实现地区动态变化的功能，不方便后续的国际化应用开发。该类重复性的解析工作应该由框架提供对应的实现。

仿照Spring的实现，从http请求中解析cookie，Accept-Language或者参数，以此来设置线程上下文，为后续的一系列操作提供地区信息。
