- MSCODEBASE_MCP_TOOLS=default hides 17/32 tools; predict_change was registered but filtered (log: 'MCP Tools: 15/32'). Added to default-visible set -> 16/32 after restart.

Фикс видимости predict_change
MSCODEBASE_MCP_TOOLS=default скрывал 17/32 тулов — predict_change был зарегистрирован, но отфильтрован (лог: "MCP Tools: 15/32"). Добавлен в default-видимый набор → после переустановки+рестарта будет 16/32 и инструмент доступен клиенту.
Проверка: ruff clean; pre-commit 5/5 (gate-zero); DIFF — 1 строка в default-allowlist.
